The Council is one of the three major factions within the Hero Clan led by Master of The Clan, the founder of the organization. The faction holds a great amount of sway within the clan having direct control over the Black Hand and The Fingers, many District managers in clan-controlled districts, and members of the Special Forces.

History

After founding the Hero Clan, the Master of the Clan established his own ruling body within the clan to lead all the lower branches that include the Black Hand, the direct executioners and elite assassins of the clan, their leaders The Fingers, and many district managers and their special forces.

Story

Assault on Castle Gray Arc

The Council's brewing tension with Bishop and his faction come to a head. The Skysword is challenged to a duel by members of Dusty Cloaks as the appear while the master is meeting with his disciple Claymore. After killing them, the Skysword accurses Bishop to stooping so low as to hire thugs like them to be his mercenaries. He tells Claymore that he needs him to deliver a message to all the District managers throughout the land that the time has come for them to decide which side to take.

Days later, small fights between heroes start breaking out across the districts and Bishop spreads the news of the Villains's Invasion of Castle Gray led by Engen through the major mass media sources along with purging thetSkysword's agents and spies in his faction .

With the growing tension continuing to escalate, the Skysword summons his finest warriors and elites. The Master gives a speech about how after their efforts in defeating the Villains of Nera to establish a new order that the era desperately needed.
