Victoria (빅토리아) is an extremely powerful Gift User and a member of the Elders, the nine strongest Gift Users in the world. She is the District Lord of Rhodos but was once an infamous pirate captain who sailed across the world as she sought out challenges in the form of worthy opponents while raiding with her crew, the Knights of Rhodos and Hekate centuries ago.

In the Age of Heroes and Villains, she was the poster child of the Hero Clan[1] and the strongest hero of the organization[2] before leaving the clan in the midst of the War of Disbandment Arc.

Victoria was introduced in the District 17 Assault Arc [1] as an antagonist in which she encountered and nearly captured Hero Killer[3]. After saving Chaos from being killed by Engen, the Smiling Man, she declined the villain's suggestion to join forces in order to take down The Steel Witch[4].

Appearance[]

Victoria has long, blond hair with similar eyelashes impressive height, slim and curvy but incredibly muscled body befitting the public face of the Hero Clan. She wears a variety of clothing, and her distinctive hero outfit consists of the colors red, blue, and gold along with a red cape[1]. Her eyes are amber-colored and glow whenever she uses her powers[4].

Personality[]

Victoria, by her admission, is an "egoistical narcissist"[5]. She is incredibly arrogant as seen when taking offense at those she considers below her or those that try stand up to her that like in her fight with Engen as she find his attitude "unacceptable" when the Smiling Man tried fighting her before she proceeded to "remind him who's in charge" by way of Eternal Dream[4] and warned Sledgehammer against talking to her like he was her equal[6].

Victoria also shows her ego against her fellow Elders having asked what they could do about it even if they were offended by her actions with the Torch at the Elders Summit[7]. Or when she claimed that she could take on both Bishop and Prim, saying she'd been missing a good hard fight, a statement she would follow up by calling her fellow Elders "imbeciles"[5].

However, despite her arrogance, Kkulbeol, the series' writer, states that Victoria is not "overconfident"[8].

As an Elder, Victoria has a condescending attitude towards the "pitiful creatures" of the masses[9] and is quite callous [10]. She is brutally sadistic, regularly taking joy in abusing Hekate[11] and regularly threatens anyone that annoys her like when she said that Hero Killer had a "nice voice" that made her want to rip her apart in first encounter [3].

She also views her time as a Hero as a good way to entertain herself[2], having turned a blind eye to villainous actives like Hero Killer infiltrating the clan[2][12] and allowing the young villain to keep the The Torch[13].

Victoria can also be quite vain like when she complained that Hero Killer's red clothes were clashing with her suit[14]. When they reunited in Quartz during the Hero Naming Ceremony, she threatened Hero Killer that if she ever saw her wearing a red dress again, she'd "tear apart" and strip her naked[12].

But she is conscientious of her public image as the Hero Clan's poster child, as while performing her duties, she will refrain from unleashing her full strength until after confirming there were no cameras or members of the media around[1].

Despite her sadistic and callous nature, Victoria seems to take a certain level of care to avoid civilian casualties resulting from her actions. This was seen when she evacuated Dust City before stepping into the fray during the Nameless's attack [4] and evacuated and blockaded YS Harbor before the Battle for the Torch[15], confining the conflict to the "arena" she prepared[16].

She is also very responsible towards her District of Rhodos as it has been stated to be one of the safest Districts in the world[17] and Bishop stating that she doesn't involve it in her usual "fun activities"[18].

But at the end of the day, Victoria is a proud warrior with an equally impressive thirst for battle[5][19][20] and believes in the rule of the "strong" saying that there's only one law that is, was and shall ever be, having told Slegdehammer, a District Manager, that if he disagrees with her methods he should abide by that law and challenge her for her position[7].

Her strength is her pride, and she frequently boasts about it even to her fellow Elders[5]. However, it is also fragile; she loses her temper at the mention of the only person known to be stronger than her: The Steel Witch[4][19].

She is aware that her immense strength can interfere with ordinary tasks, so she frequently practices activities requiring grace and careful handling such as playing the piano. However, she cannot keep her strength under control well, as she damaged the grand piano, she was playing on[21].
